CHIEF INFORMATION OFFICERPOSITION DESCRIPTIONFUNCTION OF THE POSITIONUnder general supervision of the President, the ChiefInformation Officer (CIO) directs the independent operation of the Information Systems department which includes planning, coordinating, andinitiating the activities of the office to provide effective and efficient application of data processing technology. Responsibilities alsoinclude the procurement, implementation, management, planning and development of all information systems used at the College, including butnot limited to, campus based mainframe services, personal computer networks, multimedia services, internet access, instructional informationsystems laboratories, and systems application and development. The CIO plans for and implements information systems techniques andmethodologies for academic and administrative purposes such as registration, admissions, student records, etc., and participates in settingdata processing priorities for the College, developing policies for the recommendation and approval for the purchase of hardware, softwareand services, evaluated the effectiveness of proposed initiatives, and establishes policies for the implementation of information systems atthe College, In addition, the CIO serves on the President's Council and participates in the discussion, formulation and interpretation ofCollege policies. Supervision is exercised over a number of Information Systems professionals, technical and clerical support staff; doesrelated work as required.DUTIES AND RESPONSIBILITIES· Plans, develops and administers the operation of the College's InformationSystems department for the effective and efficient application of information systems to accomplish College-wide administrative andinstructional objectives.· Evaluates requests from user departments and establishes priorities for implementation based on an evaluationof needs and resources, and delegates responsibilities to appropriate staff, monitors progress and provides project oversight.· Developsthe operating budget for the Information Systems department, with particular attention to short and long-term hardware and software needs,service purchases, contracts and operating expenses, and monitors budgetary expenditures.· Evaluates new technologies, concepts, andmethodologies and recommends and/or implements additions, upgrades, and replacements.· Prepares reports on IS operation, cost,proposals, recommendations, etc. as needed.· Encourages and promotes Information Services to the College community, provides stafftraining and development, and provides technical and instructional support to all users.· Maintains relationships with service vendors(equipment, software and data processing supplies), ensuring the effective management of the Information Systems inventory to provide a widearray of services to all users on a continual bases.· Works with the Director of Institutional Research to review projects, reports, andactivities to evaluate and prioritize the use of information systems used in initiatives or ongoing projects.· Keeps abreast ofcurrent trends within the Information Systems field to ensure the College is using the most effective technologies to meet administrativeand instructional goals and objectives.REQUIRED QUALIFICATIONS· Master's degree in Computer Science, Computer InformationSystems, Business Administration, or related field.· Five (5) years of experience in Information Technology, two (2) of which must havebeen in a supervisory capacity.DESIRABLE QUALIFICATIONS· Advance degree in a related field of study.· Progressivelyresponsible higher education work experience in student services, preferably within a community college.· Proven leadership in a large,complex organizational setting, preferably within a community college.· Demonstrated knowledge of contemporary theories and practicesaffecting information technology.· Comprehensive knowledge of the current principles, practices, methods and techniques of dataprocessing and information management.· Thorough knowledge of the principles and practices of systems, organization and managementanalysis.· Thorough knowledge of the application of computers for instruction in higher education.· Demonstrated skill in managingbudgets, equipment, and other institutional resources.· Ability to communicate effectively both orally and in writing.· Demonstratedunderstanding of and commitment to the community college philosophy.· Proven ability to work as a team player, appropriately exhibitinga positive attitude, a sense of humor, and the ability to tolerate and flourish in an environment characterized by multiple complex factors,competing priorities, ambiguous situations, and resource challenges.· Ability to supervise and evaluate assigned staff while building ahighly effective working team.· Ability to interpret and apply college policies and procedures; ability to resolve issues, resulting inmutual respect and tolerance for varying points of view.· Knowledge of and ability to utilize diverse applications oftechnology.Reporting responsibility
